Cap is 2.93V on positive, 2.94V on negative terminal

Just shorted the cap and it worked! Replaced it and everything is perfect!
Thanks so much for helping me work through this problem.
For future reference, what can I do to allow me to fix by myself instead of posting for a similar issue.
Is the rule wherever the signal stops, that component either needs to be resoldered or replaced?

You just need to do more troubleshooting. You can't always follow a signal with an audio probe but it's fast and simple.

The cap that was messed up was not one that I changed.
Thanks for all your help with this, I feel more confident that I can fix stuff myself next time
