DeProfundis delay minus delay... dry signal only

I built one of Grind Customs Deprofundis delays on this vero layout

All I'm getting is dry signal. The battery is a bit weak but I'm out of fresh ones... I checked continuity and there doesn't seem to be any shorted tracks. The voltages are as follows:
the battery reads 8.7 unloaded and when connected I'm getting 7.5 at 9v in
