Tonemender oscillation

I built the tonemender from runoffgroove http://runoffgroove.com/tonemender.html
I used the layout provided. It seems to work however I'm getting oscillation when the level is all the way up. All the pots all seem to affect the tone but not drastically. I used a tlc2272. I'm not convinced my build is working exactly as intended but I'm not sure. Does anyone else have a similar experience?

You'll need to post IC voltages for someone to help you, but if the problem is only oscillation when it's turned full, then a simple cutoff resistor on the level control so it can't hit full is all you need.

Ok I can do that. I'm mostly just trying to gauge if that is a common problem with this circuit I guess the voltages will help though.
