Lame Ernie Ball Volume Pedal Question

Ugh - this thing is driving me nuts.

I've replaced plenty of pots and string/springs on these pedals before, but this one I can't figure out. I just restrung it, and now it won't stay heel down - the spring pulls it up a little bit after you take your foot off, letting some signal through. I've had this issue before but was always able to get rid of it by starting over and restringing...I've restrung and recalibrated this one five times and can't get the heel to stay down on its own. Are there any tricks that I'm missing? Stretching the spring or something? I've watched that one instructional video a thousand times, and usually his methods work just fine...

Bump - nobody else has encountered this before? I feel like I've tried everything, must've restrung the thing 20 times now...

Yes it is kind of a pain, except now I've installed the string 20 x so I can get that part done.
Its the very last step that's killing me.
I did my VP Jr which turned out fine.
I also have a standard size EB VP which won't cooperate.
I'm thinking something is structurally wrong with the pedal altho it seems solid.
