Guys, I've built several pedals up till now and 9 (maybe) luckilly they all worked after having some initial problems. I've built now the Electro Harmonix Clone Thory from:
http://tagboardeffects.blogspot.nl/2014/05/electro-harmonix-clone-theory.html#comment-form

I did all the cuts and links ( on vero ) and build like description but can't get it working. I posted my problem already on tagboards  2 weeks ago but i got no reply since then.
Somebody help me please.

I checked for bridges but there are none. Don't know either where the ground from the charge section should go to. Had it attached to the ground rail of the main frame but didn't work. Changed the LM1458 in LM358 and a 2N5458 for the 2N4302 transistor. Couldn't get a 160K res so i changed that for a 150 K.

The IC Voltages are as following:

IC1 ( RC4558P)
1: 1.33
2: 8.9
3: 6.05
4: 0
5: 1.42 and diminishing

2: 13.85
3: 4.75
4: 0.88

Would begreat tohear from anyone. This forum got me through problems with my MXR Autowah before, which now works great thanks to you guys.
Who is the best guitarist in the world they asked Jimi. Don't know, ask Rory he said.

i haven't built the tagboard layout, was it verified?
not everything there is verified.

does it pass sound at all?

that circuit is begging to be breadboarded.

There is a ridiculous amount of issues with your voltages... the only thing seemingly working is the LFO, but you do have power and ground in all the right places at least.

May I suggest you buy a ready made PCB and save your self some hassle - http://lectric-fx.com/product/celeste-chorus/

If you want to start debugging though... let's start with the clock, did you check the pin out of the 2N4302 when you put it in? It's not the same as the 2N5458. You want to see half the 4047s supply voltage on pins 10 & 11 so about 7.1V

The bias for the 1st opamp half is all messed up, start checking round there for issues, especially the 300k voltage divider resistors... you should be seeing about half supply voltage on pins 1,2 & 3.
