A 21 mA draw is probably too low for digital, so 'polyphonic' might mean two octaves up rather than 'you can play chords without it turning into a horrible mess of IMD.
I'm a refugee of the great dropbox purge of '17.
Project details (schematics, layouts, etc) are slowly being added here: http://samdump.wordpress.com

I think it is more likely to be a sub-octaver, possibly a near-clone of the BOSS OC-3 since it seems to have many shared functions.

The OC-3 super-octave mode is only "sort-of" polyphonic, not like the EHX POG (where an octave is added to every note in the chord played), but rather that you can play a chord, and it senses the lowest note in that chord and adds an octave below that.

If you're looking for an Octave pedal on the cheap, may I recommend the Mooer Pure Octave pedal.  It allows 2 octaves up and 2 down with volume for each plus the dry signal.  Tracks extremely well.  It isn't a POG, but neither is the price.
