First of all I would like to say Hello to all.
I completed my first build(MM). But I am having trouble with static on the entire box. I had trouble at first with pots,replaced 4:2-50k,and 2-500k because nothing worked. Well it works now but a lot of static. Can someone help please? Don't really know where to start,as I am a beginner.

describe the static further. Constant noise, or just when pots are moved around?  What if your delay level is all the way down, or the thing is bypassed as shown (two op amp stages are always in the circuit, not true bypass - for "tails", as you probably know)? Turn both modulation and tremolo off.  Or try a battery briefly (this thing will probably eat it up, but it's just a test).  Maybe disable the LFO, or the PT2399?

just out of curiosity, your circuit diagram shows pin3 of IC1a connected to the 4V5 point at R8//R11//C16. your posted IC numbering doesn't quite match the schem, and neither of your pin 3's are at 4V5. can you measure the voltage at that point, maybe rmeasure/repost so the volts match the numberings?

the 4V5 should also show at the gate of the j201 ........
