Another dead Line 6 DL4

Replaced a bad U14 chip. Got 6v going to pin 8 of U14, but only 2.3v coming out @ pin 7. It should be 3.3 at the + side of C58. FB voltage is low, it should be 1.25v, but it is more like .88v. Is the chip bad or should I be checking the caps on the VL/Sync or REF pins. What controls the FB voltage?
