How to sync midi and true bypass relays

Sorry if this has been covered, but all I can find is people talking about being able to do this and no real details on how.

I want to build a true bypass looper using midi to control it. I was planning on using the geofex circuit here for the bypass: http://www.geofex.com/article_folders/rmtswtch/rmtsw.htm.  I'd like to set it up similar to the CAE switching system where each channel corresponds to a midi CC.

How do I make it read midi input and in turn switch on or off each relay accordingly? I've read about using digital switches in place of the hardware switches to use the geofex circuit. Some people recommended a pcb designed by Highly Liquid (no longer available). So, how do you do this? Does anybody have a schematic, layout or even a pcb available? Will I need to learn how to program? Should I be looking towards Arduino as the best option?
