Mouser and paypal

Ive had success ordering from mouser thru paypal in the past however sometimes it does not work.  any ideas why paypal is some times not listed as an option? is it a mon-fri thing only? are only some manufacturer's products available to purchase using paypal?

I had my address listed as commercial. Only allow PayPal for residential
