You can rule those out. You still have the voltage problem.

I reviewed your board shots and didn't see any issues with the VCC2 traces.

I'm banking on Q7 being bad.

Thanks to the amazing help of armdnrdy I got the pedal working. The cause of my problems was that the R38 10k resistor wasn't getting any power. This was caused by a small break in the copper trace and I was able to fix it using a small wire between the 10k resistor and the 9v power point. Deep appreciation goes out to armdnrdy and the community as a whole! Thanks again!
