Pedal I own has cement putty over the entire board and felt glued to the bottom.

if i bought a expensive pedal, came home and saw that it had a circuitboard lying loose in the enclosure, with som felt on the solder side.
im guessing that the felt is to avoid the circuit shortening with enclosure, its not going to work for very long.

Felt will last a lot longer than foam. Foam-"insulated" gear is not too rare.
