Flangelicious help please

Just finished my flangelicious as per the electric Druid Bom and fab board for the 4 knob  version
Now i get audio both on and bypass but not really getting any effect and when setting the 2 trims they don't really do anything when turned turning the pots makes some changes but nothing major.

With my limited knowledge the only thing I can see is pin 1 on the ic2 looks low

I've emailed you privately, but for the benefit of others who search for this, I'll put the example voltages here:

Both op-amps are basically the same:

Pin 1: 4.48V
Pin 2: 4.48V
Pin 3: 4.44V
Pin 4: 0V
Pin 5: 4.44V
Pin 6: 4.47V
Pin 7: 4.47V
Pin 8: 9.00V

MN3207:

Pin 1: 0V
Pin 2: 2.45V
Pin 3: 2.7V
Pin 4: 4.46V
Pin 5: 4.97V
Pin 6: 2.45V
Pin 7: 2.87V
Pin 8: 2.85V

FLANGE chip (4KNOBFLANGE or MULTIFLANGE, should be the same):

Pin 1: 4.97V
Pin 2: 2.45V
Pin 3: 2.45V
Pin 4: 4.95V
Pin 5: 0V         (Manual Pot CV)
Pin 6: 2.19V      (Depth Pot CV)
Pin 7: 1.12V      (Rate Pot CV)
Pin 8: 0V

Some of those readings will vary according to pot settings (since they're CVs from the pots) and some aren't really valid because they're AC high frequency clock signals, not simple DC. But it's a start and gives some clues.
