A little question about JFET switch

Hi guys. its me again (LOL)
As we know on BOSS and Ibanez pedal have Jfet switch inside it. And the one thing that still confusing for me is the flip flop circuit.
both NPN transistor have the same component value. but I have no idea to determine which NPN transistor to be 'OFF' first so the JFET gate 'float' and make the JFET 'ON' (CMIIW)
can you guys please explain to me how to determine it (the transistor) to be 'OFF' first?
Multiple gain stage followed by some active EQ is delicious.
