Repaired DOD DFX9, but noisier than anticipated

This DFX9 that I have arrived broken.  While there were a few issues, the electrolytic caps were the main source of concern.   The level pot (even though it's a temporary linear utilized pot) has been replaced along with them all.  Its heavy reliance on white noise in the delay signal is the problem.  Similar to a faint, airy static when the repeat button is activated.   Although I am aware that some of these older dod/digitechs can be noisy, this seems excessive.   In contrast, the PDS1002s that I had to fix are really quiet.   I'm not sure where to check next because I've replaced every electrolytic cap, which I would often equate with noise when they go bad. Does anyone know how to reduce that background noise?
