Help needed. Tried to build a KoT, ended up with a dual oscillator.

Hey folks, intermediate builder, first time poster here. My latest project is a King of Tone with an 18v charge pump and separate i/o for each side. I've been meticulously putting this thing together for like two months, trying to double and triple check everything as I go. I put the first board in last night and when the pedal is on all I get is this monotone oscillation. The drive knob seems to control the pitch of the drone, the volume knob changes the volume a bit, tone doesn't do anything, and the diode switches seem to control the sweep of the pitch.

I put the second board in figuring whatever was wrong can't have happen twice but instead I have a dual oscillator instead. It actually sounds pretty cool, and if this wasn't a commission build I'd almost consider leaving it like that. So I took the charge pump out, no change, I tried removing some of the components from the ground rail and it changes a little bit, but still drone. It would seem the problem is on the board but I really don't know what it could be. Right now I'm going through the boards again to make sure I got everything right, but I dunno if that's going to help.

Anyone got any ideas, or maybe could point me in the right direction? I've tried searching and I don't think anyone has ever had this same problem before.

Dude that's crazy [emoji44]did you make your own boards? Post some pictures of the guts, with solder side and component side
Still in the process of learning, so bear with me if I ask dumb questions :P

The red elec cap is a 100uf but I just discovered that the positive leg isn't in the right hole. I'm gonna fix the one right now and see if it works.
