How about this for lighting? Fiber Optic Products http://www.fiberopticproducts.com/  makes something called Lightning Wire - It's cheaper and easier to light than regular side-glow fiber optics. It should be perfect for that neon "There are no pot-holes in my town and I've got too much time on my hands" under the car look.
