So, I've sanded enough boxes to know that I really don't want to try and get a perfectly smooth (no gouges, dings, etc. that usually come with the hammond boxes) box by hand.  I can get them sanded well enough to prime and look good, but I'd like to maybe have some "naked" or possibly powder coated boxes.

What kind of sanding implement would you recommend to get a near-perfect surface?

Get yourself a bench grinder with different polishing/grinding wheels.  I've seen cheapo no-name brand grinders for $30US, a slightly less cheesy Delta for $40.  Really good ones run $100-200 but that's overkill.

A nice bench mount, 3 speed, 2" belt sander with a few different grades of sanding belts makes it easy to get a nice finish for priming. or coating and if you wanta get real fancy Anodizing.
