well, at first glance it looks like a "quasi-analogue" (= no PIC or µP) beat counter.
(like I intended to suggest for a "tap tremolo/delay" in a recent thread, without using "hi-tec", if time had let me to do so....)

The piezo for "foot-tap", or an envelope follower for an electric signal pulse
counts how many taps or pulses occur in a certain time interval
(e.g. beats per minute = x clocks per second),
and decodes it for showing the BPM on a display.

(if you multiply the found "frequency" of the rhythm a couple of hundred times via a PLL [4046], you get the clock for BBDs, e.g.)
