Testing Caps in a circuit question.

Should caps test the same in circuit as they do out?

In the circuit I'm building some caps give the same reading in the circuit as they did out.
But some I can't get any reading from and others give a different reading.

Is this normal/okay?

This is normal. If they are in parallel with other capacitors, they will read high; if in parallel with resistors (possibly distributed throughout the circuit), a capacitance meter will find it difficult to measure them.
