Rebote2 Delay SOS!

I've checked, rechecked, double checked every component, solder bridges and still I'm not getting any delay out of this project.
It only sounded like its bypassed. I made it using Tonepads layout.

Any suggestion where to check?

The PT2399 chip is not the problem cause I tried on a friends delay circuit.

I'm getting 4.8 volts on Pin 1 of the PT2399 chip.

I think pins 2, 13, 14, 15, 16 should sit at about 2.5VDC.

If you are getting 0V on pin 2 you may have the electrolytic cap around the wrong way.  If you are getting 5V on pin 2 then you may have a short between pins 1 and 2.

I have already checked the eletros orientation and they are all correct.

I'll measure pin voltages when I get home and will post it tomorrow.
