Tonepad Small Stone Phaser (Slight Problem)

I recently built the tonepad small stone phaser and have a slight problem.  When the phaser is on "not bypassed" the phaser sounds wonderful.  Actually there is a slight clipping if the input signal is loud, but I am using the bass.  (Should probably change the input caps).  When I bypass the phaser, the characteristic "phase" sound is gone, but there is still a tremelo like sound.  I verified the bypass wiring and everything looks right.  Also, this may have something to do with this, the 1M pot only affects the signal at the top 5% of the pot.  Any suggestions as to what I may be overlooking?

So does anyone have any voltage references for this effect?  I'm at a loss here.  I've checked about everything I can think of and have come up empty handed.
