Padding an effects loop for pedals?

I have a few Delays that I love, and a 2 channel amp I love. The delays sound great in the effect loop, but one of them (the EH del mem man) gets particularly noisy in the loop. Judging from the level LED on the panel, it looks like the loop line level is significantly LOWER than the guitar input... :?

How do I fix this? Is there a way to pad the loop to accept pedals or to mod the pedal to work in the loop? Help?
