Univibe clone volume loss.

Hey.
I've built a univibe clone with an input buffer circuit per Geo univibe article, 15 volt regulator and photo cells-old Mouser part # 338-54c79, with a 12v 40ma bulb. The unit works..however when I turn my strat volume down to 7 the vibe hardly gives out enough signal...it's less than a quarter of the output with the guitar volume all the way up. The guitar checks out OK. Where do I check next?
