Specifics on a circuits bias...some need more than others?

I should add that this noise is mostly only when the Fuzz is maxed.  So out of a 1-10 control numbering, its really showing itself around 8-10.

If I understand it, pots are subtractive, so when maxed, they are only letting through what is already there?

Can I add something to black out that little bit so that the max is really only like just before 8 on the control?
