CA Volume pedal retrofit HISSSSSSS

Hi!

I got a PCB from Tonepad and made a Craig Anderton volume pedal retrofit. The noise level is really high when the pedal is down. I can change the volume of the hiss though.
Chips are RCA CA3080E and NE5532, metal-film resistors. I hooked it to a wall-wart and to a battery, no change.

Does this circuit normally produce such a hiss?

Any hints?
