I've made a completely new board with the 4093 and I KNOW its wired correctly this time. Its a verysimple circuit, only 5 parts....could the LED i'm using to test it be loading the clock down?

Ok. Stop. Breath deeply. Now PANIC!!! j/k

Let break this down. Pull out the 4017. (You did put the ICs in sockets right ?!?) Disconnect the cap (stated as 0.01uF in the schematic) from pin 3 of the 4093. Now attach your LED to pin 3 with the flat side of the LED to a current limiting resistor, say 1K, that is in turn attached to ground.

Report back afterwards with results.

LED pulses at frequency determined by 100K pot   I wonder why then, it didnt work with a plain LED (no resistor)....
Well Thanks for that, now I just have to build the part with the 4017 (i started a completely new board as the last one didnt work...decided to make sure each part is fully working before moving on)

Good idea to start over and work bit by bit.

Using an LED with no current limiting resistor is a bad idea. The LED will pull too much current from the IC which is probably why it didn't work. :)

Good luck.
