DM-2 assistance please

Howdy!  I picked up a fixer-upper DM-2 last week, and have addressed a couple of problems with it already (shattered input jack, broken leads off of rate pot), but the pedal still isn't working properly.  The delay LED lights up when the effect is engaged, and I can increase the gain through the pedal, but there is no delay.  Found a copy of the circuit online and checked out the adjustment procedure - in step one I should be able to adjust VR3 (Clock) to get a period of 146uSec - best I can get is around 9uSec.  Has anyone tackled one of these pedals?  Been a while since I've worked on BBD / clock circuits... without imposing, if anyone has any hints on common points of failure in this pedal I would greatly appreciate it.
