transistor voltages - problem?

Im debugging a circuit that has a 2n3904. When I measure the pin voltages it seems a bit problematic:

e: 7.02
b: 1.02
c: 0.4

From reading back postings from RG it sounds like I need to have  ~.5V drop from base to emitter... truth? The circuit in question is running off of +9V.
