cab sims and headphone playing

I just breadboarded a Condor cab sim from runoffgroove, and I'm a little unclear as to how to employ it for headphone playing.  Is this circuit (and similar op-amp cab sims) supposed to have enough gain to drive headphones?

My experience so far has been that it did not drive headphones, but when I plugged the output from the Condor into my Ruby (with headphone output, 10R resistor betw sleeve and ground per ROG FAQ), it seemed like the Condor was influencing the sound.  Haven't had a chance to put a bypass in so I can A/B it, but I'm just curious if this is the expected setup for headphone playing with cab sims.

When using headphones, the Condor must be followed with a separate headphone amp.  Actually, you can drive headphones just with the Condor if you use a 5532 op-amp, but there isn't much output.

When running the Condor into the Ruby, you'll hear a more amp-like tone through your headhpones than if you'd just used the Ruby.  The Condor isn't necessary, but does help quite a bit.
