problems with muff fuzz (still) please help take two

well i am still having trouble with my E.H.   opamp muff fuzz
i used andrew carrell's vero layout
at first i thought the volume pot was wired incorrectly because it did not match the schematic some one so graciously posted
but that didn't help either
here are my opamp voltages using a 9.0+ battery
1. 3.97 vts.
2. 4.42 vts.
3. 4.22 vts.
4. 0.0 vts.
5. 4.34 vts.
6. 4.37 vts.
7. 4.65 vts.
8. 9.22 vts.

it acts like it is not properly biased but i do not know where to go from here
i hope some one can please help
