Shielded Cable - 3 Wires?

Hi, I bought some shielded cable from a local electronics store to use on my recently built Blackfire. Upon stripping away the outer shield, I've found the expected ground wire wrapping around both a black and white insulated wire. Does this just mean that the cable I've bought is stereo? Can I safely remove either the black or white wire and use this cable for it's intended purpose without consequence?

One other quick question, when people talk about keeping wires from crossing to avoid oscillations and noise, does that apply to pot wires as well? I was thinking of heat shrinking them or braiding them to keep them neat, but I don't want to open up the door to noise problems. If it's cool, anybody know where I can buy some zip ties or something equivalent?

you could also just leave the wire in there unattached and use it, no problem.
