I would be careful about trying to get 12 volts from a 15 volt regulated supply with a 7812 (or 7912).  That is only 3 volts and it gives in the specs a typical (no max) dropout of 2 volts.  I usually look at the circuit having 3 Vbe drops to the output (darlington plus the driver) so when things get cold it could well have over a 3 V dropout.

The 5K pots, 1 is for + voltage the other for - voltage.
