Is there a more generic substitute for this transistor?

Thanks it's a subsitute for a DS66

The NTE123 is the most generic substitute transistor out there.  It is concidered for everything from a 2N2222 to a million others.

9 volts

Where i live the brand 'nte' are quite expensive and not so freely available. If it's also substitute for 2n2222 could I use a standard 2n3904 in it's place? (I've read this is possible)
