TL071 chip problem?? for New clipper device

No. I dont feel insulted. Yes iVe checked the orientations and it is 12volts positive.

Yes, its 12 volts straight from an adapter at 7th.

I was also talking about the (+), OUT and (-) pins. You should have something like +4.5V at the (+) pin, and about the same level at the output (not 0V or +12V) and at the (-) input.
