My Tube Screamer has no distortion

I replace the cap and its ok now about the current . The other problem remains . Anyway thanks .

OK, so that explains why there was no volatge at the base of Q1 and Q2.  Hopefully you've got 4.5V there, now.
But there's still a question about why Q1 and Q2 were conducting.  Re-measure the voltages on the bases and emitters.  If the base isn't 0.6 V more than the emitter, the orientation is wrong.  (I use 2N3904s and PN100s and other NPN E-B-C transistors a fair bit.  Here's a my rule of thumb: if the earth is at the bottom and the supply is at the top, then the 2N3904 should be "looking" to the right with it's little flat face.)
