substituting resistors

if i need say a 25kohm but can only get a 27kohm is that alright? and can this also apply to caps?

It depends on what the caps/resistors are being used for. Link to schematic + parts you wish to substitute?

its tonepads rebote delay 2.5 basically i can't get 24k, 240k and 510k resistors will 27k, 270k and 560k still work?

For the Rebote 2.5, those substitute values will work fine.
