Plugged in a friend rebote 2 and it acted like a fuzz or distortion pedal. No delay just loud fuzzy noise when you play?? I checked all the values even swapped out the pt2399 and tl072. Could the 5v regulator be causing this if it's burned? Sorry I don't have any voltages yet.

That's how all my pedals sound just before the battery go all dead.    :)
Need more information. Short answer would be... actually, probably, yes maybe... but so could a whole
lot of other things too...

double check and make sure that none of the pins of the pt2399 are touching that shouldn't be.  i found an interesting little "bend" where you connect 2 pins (i forget which 2 now...) via a 1k or 5k pot to get a sort of octave up fuzz/delay.  it's actually a pretty good octave sound too   ;)
