Oberheim PS-1 Phase Shifter Question

In the diagram I have there are some notes particularly the transformer part where it says that -15 goes to the pin of all ics. My question is why does it show in the diagram the of the ic chain above the -15 going to pin 4? Also does anyone know of a good match for the p1069c in the diagram. Here's the link

-15 should go to pin 4 if you use dual opamps. I don't know why it says pin 7 at the bottom of the page, it's probably just a mistake.
