troubleshooting nurse quacky

Well, one of the first pedals I tried to build was Nurse Quacky...never could get it to work, so put it on the shelf for a while. Now I am digging back into it.
Here's what I get- attach the battery and LED 1 lights up. Put some sound through it and using an audio probe I can hear the sound amplified at the + side of LED 2, but that's as far as it goes. Built this on vero board using the layout that used to be in the layouts gallery here (don't know where it went, but I have a copy on my hard drive).
Where should I look next on this thing?
