strange behaviour of the English Channel

my friend has a trouble with ECh. When he turns his ECh on, it starts with a low volume and then within about 2sec it smoothly reaches the normal level. Any idea? It reeks of  a large cap, but ... can a damaged el. cap charge itself for a longer time?

Seems really like a capacitor charging up. Does the (foot)switch only select the audio path, or does it switch on/off the power, too?
