I recently true bypassed one of those cheap Fender Starcaster Distortions (Boss Metal Zone Rip=off) and it works fine except that when the gain is up past 80% their is a high oscillating kinda thing in the background faintly. The knobs on the pedal affect the pitch, volume, etc.... How can this be since it is True Bypassed? How can I fix it?

How did you wire the switch? It will probably go away if you use the method that grounds the effect input when in bypass.

I had something like that last night after I shut all my stuff down after a performance, actually during and towards the end, and the delay kept spurting out current on the ground as the amp was winding down. Yours might be RF oscillations sitting on the floating earth as well. The residual current is still there and it's at a high impedance and is the being picked up by the earths which aren't immune to stray currents.
Monkey see, monkey do.
