so guys, i'm trying to find a better ohm meter but i also ned something for inductance and capacitance, is this one good enough or do i ned better tolerances?

also, how would i use the Q function? would it just tell me that in the manual, i'm still learning all the electronics stuff. and don't feel like spending 300USD+

That looks like a nice meter.  I'm sure it's plenty accurate for stompbox applications.  I like the fact that it has the exposed contacts above the banana jacks where you can just touch a components leads and get a reading.  Wrestling with test leads to make a measurement sometimes requires three or more hands.
The Q measurement applies to inductance (you can find a good explanation here: http://en.wikipedia.org/wiki/Inductor )
