Testing for DC to Input / Output

I'm enjoying this new hobby, but have spooked myself with the prospect of frying an amp, guitar, whatever.

How should I be testing my inputs and outputs for DC?

Most importantly for input if I hook my multimeter negative to the input sleeve and positive to the input ring (which turns the pedal off when no cable is connected), I get a reading for almost the full 9 volts.  However negative to sleeve and positive to tip gives me a zero reading.  Am I safe?

Any Help would be greatly appreciated!
