Troublshooting rebote 2.5 (still)

I built a rebote 2.5 from tonepad. I etched the board myself. I get a loud and clear dry signal but no delay. i replaced both IC's and have the same result. its all stock except a 47pf in place of 51. I used two 10pf's in series in place of 5pf.
I probed pin 15 and get a dry signal and at pin 12 i get a singal repeat delay (with no dry signal)

and here are the readouts. Battery measued 9.16 and and 9.14 at the input of the board.
Input of the voltage regulator is 9.13 out is exactly 5v

al the voltages reading I see around here show pin 13 with the same value as pin from 9 to 16, so check aroung that pin.

OK. I see pin 7,8 and 13,14 are off. Any ideas why? Is the pt2399 heat sensitive? i just put in a new one and i get the same results, but i did not socket it so if heat ruins it than that might be prob.

As far as I know almost all ICs are heat sensitive, IC's sockets is the best choice, at least something less warry about!

Just courious, on one of your pictures I can see 2 caps on the left side of IC2, while on the tonepad schematic 1 res (510k) and 1 cap (5pd) are shown.

Like Armando pointed out the problem is round pin 13 of the PT2399. The fact that you get a single repeat on pin 12 means the PT2399 is working, up to that point, but then because pin 13 has zero volts on it the sound can't get any further.

The most likely problem is that somewhere between pin 12 and pin 13 you have a solder bridge or something causing a short to ground, check carefully round pin 13 and the 3 12k resistors before it and hopefully you'll find the problem. If that is what is causing the problem once you fix that pin 14 should correct its self.
You could also listen for audio between each of the resistors between pins 12 and 13, the point at which the audio stops will be where the short is.
