Small Clone Chorus Debugging Question...

Hey guys,
I am debugging a Small Clone Chorus built from the Tone Pad Layout.

I have narrowed the problem (at least part of it) to around Q3
I have swapped two other transistors in there and they all give similar readings:

C - 8.5
B - 4.7
E - 4.2

From what I read, all of these values should be around 9v

Any ideas?  I would be glad to give you any other readings that you would like to see...many thanks in advance!

I answered to your pm.
It's problem with base voltage, capacitor wrong polarity, leakage, too high resistor value. You may solder off capacitor and measure voltage of base pin again

Thanks so much for your reply...cap was backwards...I looked at it a hundred times and didn't see it.  I'm glad it was an easy fix, but it makes me feel foolish  :-\  Thanks again for your helpful reply!
