Output from Pedal is Too Quiet

Well, I double checked that stuff, everything hooked up correctly. Do you know what that little circuit does?

Any other ideas?

My uneducated guess is that it is part of the tone control.

One thing is to double check your resistor values against the schematic. It's easy to grab the wrong resistor and put it in the circuit. I've done it and I've seen others do it.

Also, check your grounds across the breadboard. With the battery disconnected, check for continuity between the negative side of the battery clip to both ground busses on the breadboard and to the vol and tone pots and the jacks.

I just noticed that the tone pot is the only path from IC1A to IC1B on the schematic. It seems that it would greatly affect the signal on its path to the output. Maybe one of the other guys can comment on this.
