Getting more swirl from an Easy Vibe???

Hey I just breadboarded my Easy Vibe, and took my voltages (below).  I am wondering if Im getting the most out of the depth control.  It seems to be "sorta" intense and max settings.  I'm using tlo62CP's.  And Im following the John Hollis Schematic found here: http://www.hollis.co.uk/john/easyvibe.jpg
Also, all the voltages that I've seen were in relation to this PCB Layout which I intend to build once Im done tweaking.  I built it with the op amps in order from top left to right and then the three remaining stages below left to right.
My question is:  It seems I might only be getting oscillation from some of the stages as their voltages are not changing.  All led's are illuminated and pulsing in relation to the speed setting.  I also have all LDR/Led photocouplers shrinked and still not enough of the effect we all love so much.
Any thoughts? 
Power supply is 9v 500ma
supply voltage is 11.08v
Bias rail is 3.91v
Depth and rate controls are mid travel
And the guitar is not plugged in to input
