Title: Aion Refractor - Klon Clone - High Pitched Squeal

So I am building my second Aion Refractor Klon Clone and this one, for some reason has a high pitched squeal when switched on. To me this seems like some AC getting in through the charge pump (IC3). I tried to change the chip, but it squealed the same, so I dont think it is the chip itself. Any ideas?

Have you checked the voltages on pin 1 and pin 8 of the charge pump? Should be the same... around +9v.

+9v on pin 8 but -4.5v on pin 1

Well, something's wrong. Are you sure pin 1 is seated in the socket? Otherwise, look for bad soldering on that socket pin or a break in the circuit board, etc.
