Title: Back with the triple wreck

OK built  the triple wreck from here: http://tagboardeffects.blogspot.com/2012/10/wampler-triple-wreck.htm
Bypass works. nothing from effect with or with out boost. nothing with boost on and no effect.

Welcome back. You have been busy indeed  ;D

I've only had a quick look but the 4.5Volt rail seems high according to your measurements. Fix this;

Test and remeasure the voltages please. Also you referred to an 7660 IC...It's actually a TL072

look close lower leg of resistor cannot go `1 lower there is a 10 k . your right a bout cap

Ah, I am suffering from a minor dimensional displacement - imagining things.

The resistor is correctly placed but the 220pF cap, the link and the diode are not.
Check closely. The diode is too long. The cap and the link are the correct lengths but are both placed one hole lower than the layout specifies. The diode's anode lead needs to go up one hole.

Voltages are looking better. Boost board seems a bit funny.
For the moment try to get a signal into the main board and a signal out of it - bypass the boost board. Just to see if things are getting better with the main board.
Test the board and let us know what happens.
